“Terrorism: Biological Weapons” provides response guidelines for suspected biological
terrorism incidents. It is designed for firefighters, law enforcement, emergency management,
EMTs and other emergency personnel who may be called upon to respond to an act
of terrorism. This timely program examines possible targets and likely terrorist devices. It
covers hazmat response protocols, site control, protective clothing, and incident management.
The program focuses on three different scenarios:

(1) Intelligence agencies uncover the probability of a known threat and responders
are called out to support the operations of the agencies; 
(2) A device is actually discovered, either prior to or following a release; and 
(3) an attack goes unrecognized until a number of victims develop symptoms.

The four major categories of biological agents are examined, including symptoms of
exposure. The program tells how various agents may be disseminated and explains the
significance of the incubation period and determining the dispersal site. Responders
learn how to gather data in order to identify the agent involved, and information is provided

Industrial Incident Management is a three-tape series designed to teach the industrial sector how to set up a workable IMS. The series includes three tapes - Taking Control; Incident Command in the Field' The Emergency Operations Center

Taking Control: Part One of the series, Taking Control, discusses common types of industrial emergencies, tells why it is important to have a plan to deal with such emergencies, and provides an overview of the Incident Command System. It explains what constitutes Level I, II and III incidents, and differentiates between an incident and a crisis. It also explains the importance of having an Incident Command System - ready to be activated on a moment's notice - in order to prevent confusion and manage the emergency to a successful conclusion. The need for effective communication and cooperation among agencies is stressed, as well as the need for written SOPs spelling out specific duties and responsibilities. The program covers the competencies and qualifications necessary for an incident commander as well as Command's basic responsibilities during the emergency. Other topics discussed in the film include procedures for transfer of command, the lead agency concept, and the importance of pre-incident planning and exercises. 18 minutes.

Incident Command in the Field:  the second part of Industrial Incident Management, describes how a Command Post operates in the field to provide overall management and direction to the emergency response effort. It explains how Command establishes strategic objectives, assigns key responsibilities, and evaluates the overall effectiveness of the response effort. The program tells how and where to set up the Command Post and points out the need for reliable communication equipment and reference resources. The importance of leadership by the incident commander, particularly at the beginning of the incident, is stressed, and factors to consider in the IC's decision to select an offensive or defensive strategy are outlined. Other responsibilities of the IC are also covered, including on-going size-up of the situation, risk assessment, delegating authority, assigning units, and managing resources. Procedures for establishing additional levels of the response organization are outlined and the responsibilities of staff officers are explained, with particular emphasis placed on the role of the Safety Officer. Other topics covered include tactical priorities, resource management/staging areas, terminating the incident and evaluating the response. 22 minutes.

The Emergency Operations Center: The final tape in the series, The Emergency Operations Center, describes the factors that cause an incident to become a crisis, and discusses the roles and responsibilities of the Emergency Operations Center during the response. The duties of the Emergency Operations Center Manager in handling all matters external to the emergency response are outlined, including operating the rest of the facility, interfacing with the community as well as government and regulatory officials, media relations, logistical support of the IC, and communicating with corporate headquarters. The video explains how to outfit the site with appropriate communications equipment, office equipment and specific reference materials. Also discussed are the roles played by crisis teams and crisis managers, typically activated during Level III incidents. Particular attention is given to handling the media during the crisis, and it teaches how to use the media as an asset. The tape also discusses recovery from the emergency, and explains that recovery actually begins during the crisis and continues long after the crisis team is demobilized. 22 minutes.

HazMat Emergency Series:

HazMat Emergency is a three-tape video series with accompanying Guide which outline an eight-hour training program meeting HAZWOPER Operations Level and annual refresher requirements. Designed for members of industrial fire brigades, fire fighters, EMT's, police and plant security.

Hazards Analysis:  the first film in the series, studies the basic properties of hazardous materials and provides techniques for recognizing their presence and identifying the specific substances involved in the hazmat incident. It explains that a responder's first priority is to gather the information needed to identify the hazardous material in order to protect himself, civilians and the environment. It also stresses that verification should be obtained through as many sources as possible, and that size-up should continue throughout the incident as additional information becomes available. The film discusses using labels, placards, shipping papers, MSDS and other hazard communication systems to help identify dangerous materials. NFPA 704 markings depicting health, flammability and reactivity hazards are explained. The program also examines specialized hazmat containers used in storage and transportation, but warns that hazmats can also appear in virtually any kind of container. Other topics covered include UN and DOT identification numbers, Standard Transportation Commodity Codes, isolating the area, evacuation versus protect in place, and useful books, organizations and telephone numbers. Protective Clothing: Part Two of the HazMat Emergency series, Protective Clothing, examines specialized protective clothing and equipment, and shows how it is designed to protect against such dangers as thermal, asphyxiation, chemical, or mechanical hazards. The film studies three levels of protective clothing - structural firefighting protective clothing, chemical protective clothing and high temperature protective clothing - discussing the purpose and components of each ensemble. SCBA and other respiratory protection are also examined. Protective Clothing emphasizes the need for pre-incident planning to help determine what hazards are common in the plant or community that might require the use of PC, and stresses the need for realistic training exercises as the only way for response personnel to learn the physiological and psychological stress of personal protective clothing and equipment. The film also warns that if the hazardous material is unknown, it is important to use the highest level of protective clothing. Other topics covered in this program include inspection, decontamination, storage, back-up teams, donning and doffing, and matching the type and level of protection to the hazardous material(s) involved. Safe Operations:  is the third film in the HazMat Emergency series. This program outlines the components of a good safety program and teaches safe on-scene operations at hazardous materials incidents. It advocates an active, on-going training program emphasizing safe actions on arrival at the incident scene, as well as pre-incident planning for hazards analysis. 

The concept of incident command is explained and the duties of the incident commander detailed. It is the incident commander's responsibility to direct and coordinate all aspects of the incident operation from the time of first response until the situation is stabilized. Safe Operations tells how to set up a command post, size up the incident, organize the incident scene, and transfer command. Other subjects covered in this film include product control, duties of the safety officer, communications networks, decontamination, restoration and incident debriefing. (20 minutes) $75
