No one can say for sure what it would take a lesser-qualified Singapore citizen to succeed in getting PR for his wife but the general feeling is the following would be helpful

Make regular income tax returns
Earn at least S$2000 a month in a salaried job
Make regular CPF contributions
Upgrade skills
Wife who can upgrade herself or who has skills

MOM Marriage Screening

If you are a foreigner who has ever worked in Singapore under a Work Permit Scheme you must obtained the prior written approval of MOM before contracting a marriage with a Singaporean or SPR. Failure to comply with this MOM term and condition of WP can cause the offending party to be banned from entering Singapore.
