Instead of applying for a PVP, the following groups of foreigners will need to apply for the Miscellaneous Work Pass with effect from 1 February 2008:

i) A foreigner who is involved in activities directly related to the organisation or conduct of any seminar, conference, workshop, gathering or talk concerning any religion, race or community, cause, or political end;

ii) A foreign religious worker giving talks relating directly or indirectly to any religion; and

iii) A foreign journalist, reporter or an accompanying crew member not supported/sponsored by any Singapore Government agency to cover an event or write a story in Singapore.

The Miscellaneous Work Pass is valid for up to 60 days. If a longer work period is required, an Employment Pass, S Pass or Work Permit should be obtained. No other restrictions such as levy, salary or quota for a MWP. You can apply for a MWP while in Singapore, however, you should ensure that you have a valid Social Visit Pass to cover the duration of the MWP. The application for a MWP should be made by a local Sponsor, which must be an incorporated body or a religious organisation located in Singapore.

An administrative fee of $40 is charged by MOM for each application submitted. The processing time for a MWP is 3 weeks. You will be notified by post of the outcome of the application. If your application is approved, you will be able to start work after you've received the letter. If you come from a visa-required country, you will have to obtain a visa to enter Singapore. You can renew Social Visit Pass after getting a MWP however you cannot continue to carry out assignments whilst on a Social Visit Pass.

Supporting documents required for the MWP application: Applicants need to submit a synopsis of talks if they are:

i) Involved in activities directly related to the organisation or conduct of any seminar, conference, workshop, gathering or talk concerning any religion, race or community, cause, or political end; or ii) Giving talks relating directly or indirectly to any religion

The collection procedures are the same as for Work Permits.
